With the permission of the Chair, the Secretary informed that Dr.Nandini Sharma has been nominated as a new member by the Central Govt. where as Dr.Atul Kumar Singh, Dr.Ashutush Bhardwaj & Dr.Kishore Malokar  have been elected as new members in the Council.  The new members were welcome.  It was further informed that Dr. Ramesh Dogra, Dr.Vinod Kumar Vimal and Dr.K.L.Babu have ceased to be the members after the last meeting of C.C.H.  The Council appreciated their contributions in the Council for the development of Homoeopathy.

The Central Council ratified the decisions taken by Executive Committee and noted the status report of various requests received under Section 12 A of HCC Act regarding opening of new Colleges, starting of new/higher courses and increase in the intake capacity.

The Central Council noted that the matter is still pending before the Executive Committee as such the Council asked the Executive Committee to make a recommendation at the earliest in the matter.

The Central Council noted that the University while furnishing the information reflected the short falls in respect of the Colleges affiliated to it in fulfilling the minimum norms and requirements therefore, the Executive Committee has made a justified recommendation which is ratified. It also noted that the notification of inclusion of recommended entries in the Second Schedule upto June, 2016 has been received.

National Seminar of Homoeopathy – A report..

The Central Council noted the detailed information about placement of orders for LAP TOP Bags, Trolley bags, Printing of Souvenir, Invitation Cards, Brochures, Profile, Journal, Event Management, Transport and Catering in respect of the National Seminar held in January, 2016 at Siri Fort Auditorium, New Delhi and it approved the payments made or being made with the approval of Executive Committee/President for the same. The Central Council also noted the statement of income through advertisements in the Souvenir and through the stalls put during the Seminar.

The Central Council accepted the report on National Seminar placed by the Chairman Education Committee which may be forwarded to Ministry for information as well as to Media with the approval of President. A copy of said Report is also attached herewith.

The Central Council sanctioned Rs. 1,31,36,650/- and Rs. 50,540/- for payment to Controller of Publication, Delhi towards maintenance of Central Register and its publication in Official Gazette.  The Council also granted ex-post-facto sanction to Rs. 1,43,122/- paid to M/s.Bedi and Bedi (for August, 2015).

It also decided to increase the inspection fee for U.G. level college to Rs. 55000/- and for P.G. level colleges to Rs. 16,500/- per P.G. subject (in addition to U.G. level inspection fee) for the year 2016-17.

Minutes of the 173rd meeting of Executive Committee of Central Council of Homoeopathy held on 10.02.2016 at New Delhi.

The Central Council approved the decision/recommendations of  Executive  Committee  which have not been discussed elsewhere.  The Central Council sanctioned Rs. 1,18,600/- to Controller of Publication, New Delhi for notification of restored names in Central Register in Gazette.  The Council also noted variation in amount shown in respect of M/s.Bedi & Bedi (paid on 31.12.2015) which need to be rectified with approval of President & reported in next meeting of Central Council.  The Council granted ex-post-facto sanction to the following :-

  1. M/s.Balmer Lawrie and Company – Rs. 3,00,000 (Advance).
  2. Director, New Delhi, HPO – Rs. 51,846/-

The Council also decided to inform that Applicants in r/o Homoeopathic Medical College & Hospital, Patan and Mahatma Gandhi Professional Homoeopathic Medical College, Bangalore have not furnished the required information as such it recommends not to grant permission for admission of students to them.

Scanning and Digitization concerning the Central Register of Homoeopathy and Tender – regarding.

The Central Council ratified the decision of Executive Committee in the matter.

रजिस्ट्रार मध्यप्रदेश परिषद्, पंजाब परिषद्, राजस्थान बोर्ड, उत्तरप्रदेश बोर्ड, हरियाणा परिषद् एवं दिल्ली बोर्ड द्वारा भेजे गए नामो का निरस्त करने तथा उन नामों को केन्द्रीय पंजीका से भी हटाए जाने के संबंध में।

The Central Council decided that as per provisions of Homoeopathy Central Council Act, if  name of any practitioner has been removed from the State Register by a State Board/Council, may be due to any reason and if such information is received by the Central Council than such a name if published in the Central Register on the basis of such State Registration has to be removed from the Central Register and accordingly action needs to be taken.  If, such a person has been granted direct registration on the basis of such State Registration which has been cancelled now than the direct registration given by C.C.H. needs to be cancelled.  In case if such names have not been taken into Central Register than a note may be made for non inclusion of such names in the Central Register for the future.

MATTER DISCUSSED WITH THE PERMISSION OF THE CHAIR

 

  1. The Central Council decided to request Dr.L.K.Nanda, Member to submit a preliminary status report in respect of all Homoeopathic Medical Colleges in Odisha State as to whether each of them fulfill the prescribed minimum requirement or otherwise.
  2. The Central Council decided that any letter sent by the Office of C.C.H. to State/UT Govts. And/or State Council in respect of policy matters, may also be endorsed to C.C.H. member of State concerned for his/her information.
  3. Letter dated 18.01.2016 of Dr.Samarendra Nath Bhowmik of Bhagalpur (Bihar) is considered.  The Council decided to authorize the President to constitute a five members Committee to look into the matter including the matters concerning expiry of dilutions and mother tinctures and packing of the same.  However, the Secretary, C.C.H. may find out the position whether the applicant has ever been a member of C.C.H. if not he may be informed accordingly.
  4. Letter dated 15.02.2016 of Dr.Rajesh Sharma, Member is considered and the Central Council authorized the President to do the needful in the matter.
  5. The Central Council discussed the matter concerning International Convention on World Homoeopathy Day on 9th & 10th April, 2016 to be held at Vigyan Bhavan at New Delhi and it decided to authorize the President to do the needful.
  6. The Central Council considered the Ministry’s letter No.R.12014/06/2015-EP(H) dated 01.02.2016 and it decided to return the application & application fee received from Shri Jagdish Prasad Jhabarmal Tiberawala University, Churu, Jhunjhnu, Rajasthan under intimation to Ministry.
  7. Letter dated 15.02.2016 of Dr.Rakesh Singh, Member, C.C.H. is considered.  The Central Council decided to request the Ministry of AYUSH to impress upon the Ministry of Railways to grant the travel concession to the students of Homoeopathic Medical Colleges as and when the College concerned take them on study tour of Pharmacy or/and Community Medicine.
  8. The Central Council noted that the Ministry of AYUSH, Govt. of India vide its O.M. No. Z.16011/02/2016-EP(IM-1) dated 01.02.2016 has made a Committee regarding accreditation of AYUSH Colleges and attached hospitals and linked the same with the permission of such Colleges.  The President informed that he has deputed Vice-President, C.C.H. and Secretary, C.C.H. to represent the Central Council of Homoeopathy.  The first meeting of said Committee has taken place on 13.2.2016 in the premises of All India Institute of Ayurveda at New Delhi which was attended by Secretary, C.C.H.  The Secretary, C.C.H. informed the Council that twice or thrice he attempted to speak in the meeting about the provisions regarding permission of Homoeopathic Colleges as per HCC Act but the Chairman of the Committee as well as the Director, N.A.B.H. (attending the meeting) informed that in this Meeting their focus is on  Ayurveda and not on Homoeopathy.  As such further action will be taken on receipt of Minutes of the said  Meeting.  The Council take a note of above reporting.
  9. The President placed O.M. No.V.12015/05/2014-EP (IM -2) dated 03.02.2016 of Advisor (Ay.)Ministry of AYUSH, Govt. of India regarding the Bridge Course in AYUSH system for Allopathic doctors.  The Central Council discussed this matter in depth  and decided that no such short term sensitization  Bridge Course in Homoeopathy for Allopathic doctors can be allowed to be made.  It also noted that MCI has also not agreed for making a Bridge Course in Modern Medicine for the Homeopathic practitioners.
  10. Letter dated 15.02.2016 of Dr.M.R.Srivatsan, Member is discussed and the Central Council allowed payment of cancellation charges of his Air ticket and also allowed to pay him TA/DA as requested for.
  11. The two notes  of descent dated 15.02.2016 (enclosed)  in respect of S.No. 55.2 and 55.1 of minutes of last meeting of CCH submitted by Dr.P.K.Satapathy, Member, CCH have been taken on record and President is authorized to look into them and to take a decision.
  12. The Central Council resolved as under:-“It is resolved by the House that the expenses met by the members while attending the meeting/workshop or any official business of the Council, such as – Hotel staying charges, food charges, transportation to be paid by cash on the same day of the meeting/workshop or any official business of the Council. On special cases members may be allowed to travel by other Air lines”.

The Central Council resolved as under:-“It is resolved in the House that the photographs and Videography of the National Seminar on Homoeopathy organized by Central Council of Homoeopathy under the Aeges of Ministry of AYUSH, held on 8th, 9th & 10th January, 2016 to be provided to all the members of the Council in a PEN Drive of 64 G.B. capacity, so that the total program is provided.

  14. The Central Council resolved as under:-It is resolved to substitute the clause 9(3) of MSR Regulations, 2013 as follows –”The age of superannuation of teaching faculty shall be 65 years. A teacher can be reemployed upto age of 70 years after retirement.It is further resolved to inform the Ministry of AYUSH to make necessary amendment in this regard in the proposed MSR Regulations the substituting the above mentioned clause”.

With the permission of Chair, Secretary informed about passing away of Dr.A.P.J. Abdul Kalam, former President of India, Dr.R.K. Kapoor & Dr.J.B. D’Castro, former Members of C.C.H., to whom the President, Vice-President and Members as well as Officials present paid their homage by standing in silence for one minute. The Central Council decided to send condolence letters to the bereaved families.
With the permission of Chair, the Secretary introduced new members, namely Dr.Bhosale Shivadas and Dr.Choudhary Dayaram Bondkuji who have been elected from the State of Maharashtra, besides re-elected members, namely Dr.Arun Bhasme, Dr.R.N. Bhosale, Dr.S.M. Desarda from Maharashtra and Dr.K.K. Juneja from Delhi. He also informed that under the orders of Hon’ble High Court of Maharashtra Dr.Girish S. Patel elected from Maharaja Krishna Kumar Singh Bhavnagar University again has been allowed to attend the meeting. Dr.J.K.Patel and Dr.Pinakin Trivedi also attending this meeting under Court Orders. The newly elected and re-elected members are given a warm welcome in the Council.
The Secretary informed cessation of membership of Dr.V.R. Kavishwar and Dr.Pankaj C. Dave whose contribution in the Central Council have been appreciated during the meeting. The Secretary also put on record that in view of order dated 21.07.2015 of Hon’ble High Court at Madras, Dr.Hahnemann and Dr.G.Nirmal, Members of the C.C.H. have been requested not to attend the meeting of Central Council or its Committees of which they are respective members till 11.08.2015. The Secretary also informed that Dr.Ravi N. Bhosale, and Dr.N.Radha Members have informed their inability to attend this meeting.
Officers/Officials like Inspector, Assistant Secretaries, Office Supdts., Jr.Stenographer, UDC (Meetings) etc. have been present in the meeting.

The Central Council decided to constitute a Sub-Committee including the President, Vice-President, Chairman of Education Committee, Chairman of P.G.  Education Committee and Chairman of Regulations Committee to look into proposed amendments in Homoeopathy Central Council (MSR) Regulations, 2013 and recommendations thereof will be  forwarded to Ministry for sanction.

The Central Council approved the proposed amendments in Establishment of New Medical College (Opening of New Higher Course or Study or Training and Increase of Admission Capacity by a Medical College) Regulations, 2011, for sending the draft amendments to Ministry for sanction.

Agenda Item No. 54.11

Amendments proposed in Inspectors/Visitors Regulations, 1982.

The Central Council approved the proposed amendments in Inspectors & Visitors Regulations, 1982, for sending the draft amendments to Ministry for sanction.

Around 12:15 PM the Member of Parliament Dr.Manoj Rajoria arrived to whom a request was made by the President to attend the meeting as a Guest for having an interaction with the members of the Central Council of Homoeopathy as Dr.Manoj Rajoria is a Homoeopathic Doctor and also a member of Parliamentary Standing Committee concerning Ministry of AYUSH.  The Central Council extended a warm welcome to him and the facts concerning low pay scales to the officers of the Central Council of Homoeopathy repeated rejection of proposal of creation of new posts by the Ministry, rejection of proposal for M.D.(Hom.) Courses in new Subjects(which are taught in Degree Courses) to have teachers with  Post Graduate Degree Qualification in concerned subjects were placed before him.  A  brief history about the constitution of Central Council of Homoeopathy and achievements made by the Central Council in its last 40 years were informed to the Hon’ble Member of Parliament.  The  CCH Members actively participated in giving suggestions to the Hon’ble Member of Parliament which are reproduced below in brief:-

  1. Employment of Homoeopathic Doctors in Railways, Defense Services(Base Hospitals)
  2. Reimbursement of consultation and medicine fee to the patients who are in Central Govt./State Govt. services in respect of treatment taken by them from Registered Homoeopathic Practitioners.
  3. Contractual appointments given to Homoeopathy Doctors in N.R.H.M. or under National AYUSH Mission need to be regularized and the remuneration/salary given to such Homoeopathic Doctors need to be at par to the Doctors of Modern Medicine employed under said Schemes.
  4. Medical Certificate of Registered Homoeopathic Doctors need to be honoured in State Transport Authorities and by Insurance Companies.

The  Hon’ble  Member  of  Parliament,   Dr.Manoj  Rajoria  conveyed  his  sincere   thanks  to the President  and  Members of C.C.H. for inviting him in the meeting of Central Council  as  he  put on   record  that   he  is  a Homoeopathic   Practitioner  first  and  Member  of  Parliament  later  on.  He informed that he is a qualified Homoeopathic Doctor from Dr.M.P.K.  Homoeopathic  Medical  College,  Jaipur  and  being  a  Homoeopath   he   would   do  everything   for the propagation of  Homoeopathy and  for  the betterment of Homoeopaths.    He said   that   Homoeopathic    Dispensaries   need   to   be  established   throughout   the  Country   at  Tehsil  levels.   He  also  suggested  that  no compromise  can  be  made  with  the quality of Education  being   imparted  through  Homoeopathic Medical Colleges.   The  Central   and State  Governments and  Central Council  of  Homoeopathy  have  important   roles  to  play  to oversee  that prescribed  standards are   maintained   in   conduct  of  medical  education  in  Homoeopath.  If   education  is  good  the  quality  of   Homoeopathic   Doctors   coming   out   of   the
Colleges will be accordingly good for raising the standards of practice of Homoeopathy.  However, he requested all members of the Council and officers of the Council to send their suggestions directly to him so that he can take up the relevant matters with the concerned authorities of the Govt..  Thereafter, he left the meeting.

Shortly, thereafter the President, Members accompanied with Registrar of State Council of Homoeopathy Gujarat, reached and they met the President, Vice-President, Chairman of Registration Committee and Registrar, CCH besides Members of CCH from Gujarat and have a brief discussion  with them about the pending matters concerning Gujarat Council.  However, the President,  Gujarat Council requested the CCH regarding early action for recognition of BHMS Degree Qualification of Gujarat University.  They observed briefly  the meeting of Central Council and then left out.

Consideration of cases for issue of LoP by the Ministry for processing applications received under Section 12A of H.C.C. Act during 2014-15.

The Central Council ratified the decision of Executive Committee for issue of Letter of Permission to A.M. Shaikh Homoeopathic Medical College for admission of three students each in the new Higher Courses i.e.. M.D.(Hom.) in Practice of Medicine and Paediatricts from the session 2015-2016.

The Council also ratified the decision of Executive Committee for issue of Letter of Permission to Sharadchandraji Pawar Homoeopathic Medical College & Hospital of Shiva Trust in Maharashtra State for admission of 100 students in BHMS Degree Course from the session 2015-16 subject to removal of shortfalls reflected in the recommendation of Executive Committee.

The Central Council noted that Letter of Permission to admit students in BHMS Degree Course by the Central Govt. to Maria Homoeopathic Medical College and Hospital in Tamilnadu has been issued.

The Central Council noted that the colleges,  namely Homoeopathic Medical College, Gulbarga has to be inspected to verify compliance report for the purposes of considering grant of Letter of Permission to allow M.D.(Hom.) Course in Paediatricts; Alva’s Homoeopathic Medical College is to be inspected to verify compliance report for considering grant of permission for increase in intake capacity of BHMS Degree Course; and also that the proposed Homoeopathic Medical College by Om Charitable Samiti, Gwalior is to be inspected on receipt of Compliance Report for verification, for considering grant of permission.

(b) Letter No.KHMCH/CCH/2015/8 dated 03.02.2015 regarding amendment in Homoeopathy (Degree Course) Regulations from Kharagpur Homoeopathic Medical College & Hospital, W.B.

The Central Council noted that Homoeopathy (Degree Course) Amendment Regulations, 2015 have been notified in the Official Gazette and circulated to all concerned.  The Chairman, Education Committee made a presentation to give a summary of said amendments.  However, the Central Council  agreed to  the proposed amendment in the Syllabus of Gynaecology and Obstetrics  in BHMS Degree Course concerning practical as proposed by the Education Committee as indicated below:-

“Observing/Attending atleast 10 Deliveries (including 2 caesarians)”.

Stopping of admission in BHMS (Graded Degree Course) from session 2004-2005.

The Central Council agreed for amending BHMS (Graded Degree Course) Regulations, 1983 for stopping  fresh admissions in Graded Degree Course from the session 2016-17.  In this context further action may be taken as per provisions of H.C.C. Act, 1973.

Letter dated 7th August, 2014 received from Dr. Neeraj Raj Managing Director of MEDRC Edu. Tech. Ltd.

The Central Council granted  an opportunity  to the representatives of MEDRC Edu. Tech. Ltd. for making a presentation in the meeting of the Council to enlighten the members about education through e-learning for which the said Company has MCI approval for its Modules concerning the MBBS Course. The Central Council,  after the Company representatives left,  decided that the Moduler Lessons  made by the Company in respect of various subjects like Anatomy, Physiology (including Bio Chemistry), Pathology, Forensic Medicine and Toxicology, Gynaecology and Obstetrics, Surgery, Practice of Medicine  and Community Medicines will be taken as a supplement to the Course and Curriculum prescribed for BHMS Degree Course by the Central Council of Homoeopathy, but it desired that the Company may provide  integration of said subjects with Organon of Medicine & Homoeopathic Philosophy, Materia Medica and Repertory besides modules in Pharmacy as well as separate modules in Organon of Medicine and Homoeopathic Philosophy, Homoeopathic  Materia Medica and Repertory subjects, which may be of great help to the students and teachers in effective utilization of time in covering the syllabus.  However, it will be optional for the Homoeopathic Medical Colleges to use such facility made available by the said Company.

The Central Council noted that the TA bills specially in respect of Air Journeys need to have the boarding passes for which Air Tickets expenditure is being claimed. The Central Council asked its  Secretary to inform all the members in this regard.  The Inspectors/Visitors being given  Air permission by the President may also be informed accordingly.  The Council also desired that the Members, Inspectors and Visitors need to purchase Air Tickets directly from the Airlines or from any of the three agents authorized by the Central Govt. as earlier informed to all the members vide Central Council’s letter No.8-7/2011-CCH(Pt.) dated 27.05.2013.  New Members,  if any may take a note of it.

(MSR)  Regulations, 2013 may be allowed appointment atleast in the same cadre in teaching faculty of other colleges.”

  1. The Central Council considered the letter dated 08.08.2015 of Association of Management of Homoeopathic Medical Colleges of Maharashtra and it decided that the Sub-Committee constituted  today to consider amendments in H.C.C. (MSR) Regulations, may also consider this letter.

 

  1. The Central Council noted the contents of letter No.881/BPHMC&H/2015 dated 16.07.2015 of the Principal of Biju Pattnaik Homoeopathic Medical College, Berhampur and it decided to invite comments of the Govt. of Odisha in the matter, under intimation to  Ministry of AYUSH, Govt. of India.

 

  1. The E-mail dated 18.07.2015 of Dr. Dias Dominic Savio, Member, for initiating an action to prevent any possibility of instances of Sexual Harassment in the Colleges is considered and the Central Council decided after brief discussion that such matters primarily come in the domain of the State Govt. and University concerned.  As such for the present no action is required at the level of the Council in the matter.
  1. E-mail dated 09.07.2015 of Dr.Biplab Kumar Kundu, Member,  concerning workshop for practical training  training in Homoeopathy is considered and the Central Council decided to refer it to the Committee on Excellence in Education as well as to Education Committee for their respective opinions.

 

  1. The Central Council resolved as under :-

“This is resolved that Degree of Gujarat University, Ahmedabad, Gujarat shall be included in Second Schedule of H.C.C. Act, 1973.”

  1. The Central Council considered Ministry’s letter No.R.12014/04/2010-EP(H)PT.I dated 03.08.2015 regarding permission for academic year 2015-16 to Shri B.G. Garaiya Homoeopathic Medical College and it decided that the College was inspected on 27.02.2015 by the Central Council in terms of regulation 3 & 11 of H.C.C. (MSR) Regulations, 2013 of which the Report appeared to be satisfactory as such the Central Govt. is recommended to allow the college to make admissions in third BHMS Degree Course as well as to continue admissions in First BHMS Degree Course during 2015-16.

 

 

  1. The Central Council decided to publish the proposed Journal without any further delay.
